The Black Sea is of global interest.
First, the events in the Black Sea could be nature’s warning for other regions of the world. Knowledge gained from the Black Sea could therefore benefit the other regions of the world ocean.
Second, the Black Sea is a natural test arena for coupled interdisciplinary models developed for understanding oceanographic phenomena common to other areas of the world ocean. It is an ideal “laboratory” basin to study the effects of anthrophogenic forcing, as well as synoptic and climatic variability on nonequilibrium ecosystems.

The priority issue in the Black Sea is the need for a research and development program designed to study the effects of anthrophogenic forcing and synoptic and climatic variability on the sea’s nonequilibrium ecosystems through observations, modeling, and analysis of ocean variables.
The Black Sea offers the opportunity for such a program to be built and to serve as an example for other parts of the world ocean. The overall results of such a research and development program are expected to provide extensive benefits in managing the marine environment and protecting public health as well as assisting in the sustainable development of the Black Sea’s marine resources.
